pc104 keyboards are available in Iceland although rarer than pc105
keyboards. <>| might be engraved on them physically wherever the
standard US layout puts them but if you switch to the IS layout you
can't enter them on the standard layout.
Incidentally I'm typing on a pc104 keyboard but I use is(dvorak) so
I'm not affected, however those characters should be available at
least under an optional variant.

I think regardless of where you're from it's best to not modify
keyboard layouts after-the-fact since by the nature of the task you'll
never be able to seek input from anything but a small fraction of the
user base.
