I don't think orðabankinn serves someone trying to
learn icelandic. It's far too specialized. 

The only dictionary available on the internet that
would serve that purpose (that I know of) would be
ordabok.is (http://ordabok.is/english.asp for the
english version). It's a fairly comprehensive
dictionary (although you have to pay a subscription
fee) and if you need a course, then you can find one
here: http://www.icelandic.hi.is/coursetest.php

There's one offline dictionary available,
Tölvuorðabókin, (more info here:
http://www.alnet.is/ordabok/to-overview.htm) but it's
windows only. I think it's built in Visual Basic, but
I have no idea if it will work under Wine. 

And you could consider a kde-environment in icelandic
a learning tool:-)
